Can the Pirates sign Strasburg

Guess who is coming down to the wire to sign their number 1 draft pick this year. No, not the Pirates. With their draft strategy of signing a bunch of players with potential instead of a Pedro Alvarez and a few others with their budget, they signed Tony Sanchez back in June and he's been playing in WV for a while now. The Washington Nationals are running out of time to sign Strasburg to a contract before the deadline arrives tomorrow night. If they don't sign him he goes back into the pool and waits for next year's draft. The Nats won't be able to draft him unless he gives them consent to. The Royals, Pirates and Nats are in competition to wind up the season as the worst team in baseball. I thought the Nats had it wrapped up a few months ago, but they ran off a winning streak and the Buccos ran off a non-winning streak and the Royals continued their consistent losing to keep on pace. It's hard to tell who will win, I mean lose. If the Nats don't sign Strasburg they could end up with the number one and two picks, number 2 as compensation for not signing Strasburg this year.
Even if the Pirates ended up with 1 or 3, could they sign him? I really doubt they'll give up $25 million to sign this guy. It is too much of a chance. 100 mph fastball, but that does not guarantee wins. He could be a bust just as easily as the next guy and unless Bob Nutting wins the lottery that lock on the purse strings is not going to open up enough to let that much cash spill out. They'd rather sign 23 players that don't do anything than 1 player that might be a hall of famer.
